Pieter O’Leary and Jessica Lulli attended an all day ABA forum entitled the Fundamentals of Construction Law. The forum covered a wide range of topics including the bidding process, scheduling, differing site conditions, contractor payment, bonding, and remedies for non-payment.

Kevin Carlin attended a half day seminar on federal contracting bid protests and debriefings put on by the Associated General Contractors of America. Federal contracting bid protests and debriefings are governed by Federal Acquisition Regulations (FAR’s). Pursuant to the foregoing regulations, there are relatively short timelines to protest or request a debriefing. Kevin Carlin, Pieter O’Leary, and Jessica Lulli attended a two day workshop in Las Vegas, Nevada on how to understand and use the Federal Acquisition Regulation (FAR’s). The FAR’s, codified in Title 48 of the United States Code of Federal Regulations directly affects the purchase and sale of more than $200 billion worth of supplies, services, and construction each year by federal procurement officers. The FAR workshop provided an in-depth overview of the FAR system, the key contract clauses and contract forms, and included discussions on contract management, bidding, change orders, subcontracting policies and other matters relevant to government contracting and the construction industry.

Pieter O’Leary and Jessica Lulli toured the Palomar Medical Center West project in Escondido, California. This modern 11-story facility, being completed by DPR Construction, Inc., is designed to accommodate 360 patient beds, 12 Operating Rooms and a Trauma Center. The overall construction budget is in excess of $550 million.
